Status of BWM Convention Ratification



 As of December 31th, 32 countries representing 26.46% of world tonnage have ratified the Ballast Water Management Convention (BWM Convention). The BWM Convention shall enter into force 12 months after the date on which not less than 30 states and the combined merchant fleets of which constitute not less than 35% of the gross tonnage of the worlds merchant fleets have ratified. As the compliance date pass before IMO ratification, this convention will be applied retrospectively.



 However, the PSC(Port State Control) is scheduled to finalize the implementation protocol in MEPC63 held from February 27th to March 2nd. When above implementation guidelines are announced, all the rules about handling the convention will be ready to be excuted, which can push the rest of both flag states and port states to join BWM convention. Meanwhile, the US goverment is expected to adopt its own BWMS regulation. If the BWMS regulation of US is finalized in this year, every owner will be most likely to start to install BWMS even before IMO protocol takes into force.
